2013 & 2014 State Legislation

AB 1163 (Levine) would require the Board of Administration of PERS to adopt an education policy for its members, and would require all board members to receive a minimum of 24 hours of board member education within the first 2 years of assuming office and for every subsequent 2-year period in which the person serves on the board. It would also require the board to maintain a record of a board member’s compliance with the policy and to post the policy and an annual report on board member compliance PERS’s Internet Web site.

AB 1448 (Mullin) would prohibit the governing body of a city, county, city and county, school board, special district, or any other entity of local government from granting lifetime healthcare benefits to an elected official who serves part time.

AB 1681 (Allen) is a spot bill currently dealing with prefunding of health care coverage and other postemployment benefits for retirees.

SB 673 (De Saulnier) would authorize the board of retirement of the Contra Costa County Employees Retirement Association (CCCERA) to appoint a retirement administrator and other personnel as required to accomplish the necessary work of the board and would authorize the administrator to make appointments on its behalf. It would provide that these employees are employees of the retirement system, not the county, and would exempt them from civil service provisions and merit system.  The bill would also enable those employees to be members of the retirement system, and make the retirement system a public agency for purposes of collective bargaining.

SB 945 (Walters) is a spot bill currently dealing with 1937 Act retirement systems.
